
The California FAIR Plan made simple.
The FAIR Plan (Fair Access to Insurance Requirements) was established in California in 1968 via statute (Insurance Code sections 10090 et seq.).
It is not a government‐run agency or taxpayer‐funded program. Instead, it is a private association comprised of all property/casualty insurers licensed in California. The FAIR Plan’s role is as an insurer of last resort: providing basic fire (and related) coverage when a property owner cannot obtain fire insurance in the traditional insurance market.
Oversight is provided by the California Department of Insurance (CDI) under the state Insurance Commissioner.
