What The California FAIR Plan covers
Basic coverage:

The FAIR Plan offers basic fire insurance coverage for fire, lightning, smoke and internal explosion.
Coverage limits & recent changes:

For residential properties: FAIR Plan has increased residential coverage limits to up to $3 million (for dwelling).

For commercial/higher‐value properties: In 2024, an agreement with the Commissioner increased commercial limits to $20 million per building, with total location limit up to $100 million for larger developments
What the FAIR Plan does not cover:

Typical homeowner’s coverages like theft, vandalism (unless added), liability, water damage, earthquake, flood are not included (or only optionally). It is highly recommended that policyholders consider purchasing a Difference in Conditions (DIC) policy, flood or earthquake coverage to fill gaps.
